Rather they rely on the observation that a certain percentage (say 1% just to pull a popular number from the air) of people walking around are unhindged enough to have their personal reality manipulated at a distance. These people are everywhere, just bumbling along doing their best, hurting and damaged, waiting for some sign to come that they are important too. So the controllers saturate the media circus with subtle but potent cues on what needs to happen. On who the enemy is, what the stakes are, and who might become a hero. It doesn't have to be a big deal, but it has to be persistant and on-message. Eventually one of those rare people gets the message, and is in the right place, and has the right weapon, and has the right opportunity, and -- the deed is done.
