The Silent Anschluss: Germany Formally Requests That Greece Hand Over Its Fiscal Independence

Update 2: the first local headlines are coming in now, from Spiegel: Griechenland soll Kontrolle über Haushalt abgeben (loosely Greece must give up domestic control), and Kathimerini: Germany proposes Greece relinquish some fiscal powers, sources say

Update: Formal Greek annexation order attached.

It was tried previously (several times) under "slightly different" circumstances, and failed. Yet when it comes to taking over a country without spilling even one drop of blood, and converting its citizens into debt slaves, Germany's Merkel may have just succeeded where so many of her predecessors failed. According to a Reuters exclusive, "Germany is pushing for Greece to relinquish control over its budget policy to European institutions  as part of discussions over a second rescue package, a European source told Reuters on Friday." Reuters add: "There are internal discussions within the Euro group and proposals, one of which comes from Germany, on how to constructively treat country aid programs that are continuously off track, whether this can simply be ignored or whether we say that's enough," the source said.' So while the great distraction that is the Charles Dallara "negotiation" with Hedge Funds continues (as its outcome is irrelevant: a Greece default is assured at this point), the real development once again was behind the scenes where Germany was cleanly and clinically taking over Greece. Because while today it is the fiscal apparatus, tomorrow it is the legislative. As for the executive: who cares. At that point Goldman will merely appoint one of its retired partners as Greek president and Greece will become the first 21st century German, pardon, European colony. But at least it will have its precious euro. We can't wait until Greek citizens find out about this quiet coup.

The source added that under the proposals European institutions already operating in Greece should be given "certain decision-making powers" over fiscal policy.

 

"This could be carried out even more stringently through external expertise," the source said.

 

The German demands for greater control over Greek budget policy comes amid intense talks to finalize a second 130-billion euro rescue package for Greece, which has repeatedly failed to meet the fiscal targets set out for it by its international lenders.

 

It is likely to spark a strong reaction in Athens ahead of elections expected to take place in April.

"Strong reaction?" Is that the politically correct parlance for "civil war" these days? We must be out of the loop on that one...

The specific language that strips Greece of its sovereignty and which will be plastered over every front page in the Greek media tomorrow:

Budget consolidation has to be put under a strict steering and control system. Given the disappointing compliance so far, Greece has to accept shifting budgetary sovereignty to the European level for a certain period of time. A budget commissioner has to be appointed by the Eurogroup with the task of ensuring budgetary control. He must have the power a) to implement a centralized reporting and surveillance system covering all major blocks of expenditure in the Greek budget, b) to veto decisions not in line with the budgetary targets set by the Troika and c) will be tasked to ensure compliance with the above mentioned rule to prioritize debt service.

 

The new surveillance and institutional approach should be formulated in the MoU as follows: “In the case of non-compliance, confirmed by the ECB, IMF and EU COM, a new budget commissioner appointed by the Eurogroup would help implementing reforms. The commissioner will have broad surveillance competences over public expenditure and a veto right against budget decisions not in line with the set budgetary targets and the rule giving priority to debt service.” Greece has to ensure that the new surveillance mechanism is fully enshrined in national law, preferably through constitutional amendment.

I find these statistics dubious.  Greece is number 2 in European corruption index,

estimated tax evasion is 50%, and the public sector accounts for 40% GDP.

 

I searched through ILO and could not find the stats.  The OECD, on the other

hand, notes a strong exaggeration between the reported number of employees

and the payrolls including temp workers, which would imply a nepotistic system

of shadow crony jobs.  The demographics also show that it is an aging and old

workforce, which implies subsidizing the unproductive conservative and patriachic

elderly while putting the squeeze on the youth.  Simply put Greece is being Fleeced

by its infaticidal traditionalist cronyism.  It's not just class war.  It's generational.

Your comment is unclear, do you find the stats I've provided dubious, or the ones you've listed following the quote above? If it's the latter, I agree wholeheartedly.

I'll take Eurostat over a business-oriented intelligence gathering organisation based in Texas with what appears to be an overtly neocon agenda, thanks; on this subject anyway.

Incidentally, isn't Walter Radermacher the head of Eurostat? Interesting last name there, any guesses as to his lineage? I only ask because I get the idea that by attacking their integrity you're implying that Eurostat is somehow biased in favour of the Greeks.

Besides casting aspersions on the verity of a respected, impartial statistics provider (and so any conclusions based on their work) I can see nothing in what you've introduced that actually refutes any of the suppositions contained in my previous comment anyway. Yet later in your comment you give the impression that it follows from this that all the blame for the situation should fall back onto the Greeks by substituting the word 'demographics' in the place of 'laziness'. While that certainly is a factor to be considered for the future of Greece, that wasn't at all what my comment was about. Something of which I think that you are fully aware.

On the bright side: I've learned a lot about you. Noted.

My take on your posts was a defense of european institutional values. Nothing wrong in that.

At the same time I have a strong euro-skeptic view of bureaucary, efficiency, and the honesty

of the process in the latin and southern countries.  As for the seriousness of the institutions,

serious european insitutions also funded fresh water reservoir projects in greece that to this

day are leaky and turpid.  So I'm suggesting that the stats are inaccurate and give evidence

in that direction.  The ones I have doubts with are the labour stats & public sector employment.

Until 2010, nobody, not even the government, knew how many civil servants greece employed.

As the stats wer being compiled, phantom posts were being discovered by the hundred thousands.

The resulting very conservative figures hide the fact that older bureaucrats were officialised

while others were moved to contracted temporary workers.  the oecd stats show that greece

has the highest proportion of temporary workers in europe, among these the lowest median

age, and the lowest jobs satisfaction and job security.  Also at issue is not just the percentage

of state employees, but its efficiency and productivity with respect to the private sector.

Lets take one point after another

-Greeks are pushed into a situation of resisting colonization or not.

Being pushed in that situation is not self determination.

Self determination might happen if they repell the attempt of colonization. Not before.

And the struggle to repell the colonization effort is not self determination.

It is a classical move, sheer rationalization.

Germans are denying greek sovereignty and by thus, the capacity of self determination.

By claiming that the reaction to this assault is self determination, you shift the burden to the Greeks.

If they fail in their attempt to repell colonization, they would have self determined their fate.

Of course, a sheer denial of reality as the Germans would have determined Greece's fate.

I understand yer point, but here's the thing:  Globalization makes it extremely difficult for any sovereign nation to exercise self-determination -- look what's going on in Iran for example.  TPTB have "decided" that Iran has no right to pursue Nuclear Power (even for peaceful purposes), and they mean to do just about anything to impose their will in this matter.  If Iran had no oil, TPTB would be more than happy to see/leave Iran devolve into another Somalia.  The moral of the story:  Don't have anything of value to the rest of the World, and it will leave you alone.

Your logic An Anon in response to my question about Greek colonization is circular. This is not wrong, colonization is an endless ebb cycle every human competitor must deal with. Greece has not responded in any real meaningful way to the latest colonization attempt, or has it?

I can't tell as it may just be scale, back-building or what not but the question to be or not be colonized is still relevant. I am not asking or stating morality in the question.

JUst as a matter of explanation about "Adolf Linköln"

 

Adolf signifies a heavy handed German leader, and also sounds similar to "Abe" or "Abraham". Unfortunately it also refers to Hitler, but it is a well understood symbol.

"Linköln" is a Germanized "Lincoln"
