The Spanish Riotcam Has Arrived
Spain's honeymoon with its new government is over.
Following months of hope that Spain will somehow tiptoe around the sensitive topic of austerity, despite promises of such and slow leaking of bond yields wider, yesterday the government promised to generate savings of €27 billion of about $36 billion (Spanish GDP is less than one tenth of America's, so an equivalent US cut would be about $400 billion), as demanded by Europe, but which will leave a harsh aftertaste with the general population. As Reuters notes: "The central government could meet its target but there's still a risk from the regions and the social security budget," economist at Madrid-based think tank Funcas Angel Laborda said. "I get the impression the central government has created a budget it can meet but has left everyone else in a rather difficult situation." Well, technically no. After all what Spain is doing is following the Greek playbook page by page, as expected back in October 2011 - first Spain sabotages its economy, then it demands more money, then it promises austerity, then it never keeps its promises but in the meantime, Germans are on the hook for hundreds of billions in more bailout cash. At the end of the day (for the euro), it will be they who are in the worst position, but since they get to retain their export partners (whose current account deficits the Bundesbank funds), all is well. That is, at least, until this latest unsustainable bubble pops.
Furthermore, as noted yesterday, it will be Spain's regions that are about to become front and center for the bond vigilantes:
The regional authorities, which account for around half of the total spending budget and were responsible for a large part of the fiscal deviation last year, must slash their own deficits in half this year.
But, with few details on Friday of how the central government cuts will affect the regions - a full breakdown will be published on Tuesday - it is still unclear if Madrid's austerity comes at the cost of the 17 autonomous communities.
What is clear is the regions, which hold the purse strings of the much treasured state health and education systems, will be forced to make unpopular cuts which could fuel growing public anger like that seen during the general strike on Thursday.
Marches across the country saw violent flashes for the first time since the crisis began last week as frustration erupted at the government's failure to address the 23-percent unemployment rate which rises to almost 50 percent for under-25s.

The economy is expected to shrink by as much as 2.7 percent this year and could find little to spark growth if the government is forced to raise taxes to meet this years 5.3 percent deficit goal and the target of 3 percent in 2013.
Rajoy was wrong to push Brussels for a loosening of the original deficit goal of 4.4 percent of GDP for this year and should have asked instead for a two year extension of 2013 target, an editorial in the left-leaning El Pais wrote.

Is Spanish Regional Debt Out Of Control?
Spanish regional debt currently stands at 13% of GDP and has surged from EUR60bn in 2006 to over EUR140bn currently. As Credit Suisse points out, the top four regions account for the majority of GDP, two-thirds of regional debt, and, with the exception of Madrid, substantially missed their deficit targets. What is more worrisome is the heavily front-loaded nature of the maturing debt with substantial refinancing needs in the next 2 years and this regional debt is split between bonds and loans - with many of the latter from Spanish banks - yet another illustration of the interconnected contagion that is building more rapidly. The growing crisis in refinancing (liquidity and costs) for regional debt developed the idea of Ponzibonos 'Hispabonos' - debt issued by regions but guaranteed by the central government. The conditionality of these guarantees with regard to deficit targets wil be critical but once they are issued, the risk is that the regions are unable to get their finances under control, the Spanish debtload increases, and there is no longer the flexibility for a regional debt restructuring, should one be necessary.

But the refinancing needs are massively front-loaded (and rely not just on markets but the banks to roll loans also)...
As a reference, front-loaded means the can can not be kicked down the road. It has to be resolved soon.
So as Greece is supposedly fixed, at least until its 3rd bailout, which was hinted at yesterday by the PM, Spain has once again officially joined the fray.
In the meantime, the people are less than delighted with this latest episode of mean reversion, sometimes incorrectly called austerity, as can be seen on the following pictures from last week's General Strike across Spain, which morphed into a less than general riot. Since more tax hike are imminent, we will very likely soon have to find a local version of the Syntagma square riot cam, preferably one situated in the middle of Plaça Catalunya.

It's a process of elimination. They get rid of the "useless eaters", then they get rid of any threats to their power. Eventually the get rid of themselves and they all live happily ever after.
At this point: More claims, more pressure, actually possibly more real commodities and ownership of corps.
Problem is... while their "claims" certainly rise and consolidate.... i'm not so sure about practical FORCE. Yeah, sure, more equipment ever.... yet you need at least some people controlling them, and boots on the ground.... and at this point, i'm far from convinced that their "force-aparatus" (police, military) will stay content, unless they.... as usual.... invent some imaginary external enemy.
Problem is - the terrorism meme is getting repetetive and boring - it just doesn't cut it anymore for large-scale changes. You fill in the remaining blank.
Elites are nothing more than mortal humans that have accumulated wealth and power to control the masses. They bleed and can be killed like any other human. They die from old age. They die from diseases like cancer (Ken Fromm). They die from mass resignations of worldwide banksters. They are dying, and their control is about to end.

Me too. I think it's perfectly symbolic of exactly whose interests the police - the world over - are defending. "To protect and serve," sure, but they never specify who is being protected and served. This photo says it all.
Try calling the cops and tell them you "think" somebody is about to break into your home. See if they'll set up goon-line across your property to help protect your home based on your suspicion that something will happen.
Police are the private army of the elite. In almost 50 years of life I can't think of a single time when I needed the help of the police. But they sure do show up to write speeding tickets and other shit to rob me at the point of a gun. It's all "legal", of course.

Somtimes it seems like nothing can and will change. But mathematical laws and natural law are operating against the central planners. Whether deflationary collapse, followed by hyperinflation Weimar style, or some other specific combination of these forces, the point of collapse will be controlled by NO ONE. That is what we all prepare for.
Then there are the questions of the reset. Who will maintain power, who will step into the power vacuums? If we're ready, some among us may have the chance to lead and do things differently in the future.
All this talk about fighting back. I get the anger. But there's no way citizens win in a fight against the gov t. Absolutely no way. Ten thousand of you can line up with your ar14s and they'll drive right through you with one apc and a 50 c al. It's just not possible to win with conventional arms. Someone's going to have to get some tech that will work against the greater strength of the opposition. The US might not have won these wars but think of the body counts on each side, I think Americans call that "winning".

Not without changing to a non-debt based monetary system. That's the root of the problems, and is the same as in the US and all over the world. Debt saturation is killing the world economy - there is not enough income in the world to service such massive debts as we ALL have. The only way to change this is to reset the system to non-debt based, accountable money. Now how exactly that looks, is up for much more detailed discussion. But without that basic change - none of these massive problems we see worldwide will change.

This paragraph sums up the core problem with all free-spending governments: Slashing spending is not an option.
They rely on growth of the economy to generate more taxes. That's the only option in their eyes.
But economies aren't growing anywhere, not even China.
They say America's economy is growing 2% / yr. No way. More like shrinking 7% / yr. The only "growth" is higher prices from inflation and currency debasement.
Same thing in Europe. Germany's economy might be holding even, but it's not growing. Everybody else's economy is shrinking.
Governments in America and Europe are painting themselves into a corner. It takes more money each year to service growing debt, but no more money is coming in, so they have to borrow more money each year, which means more money spent on servicing debt.
We're 3 years into massive government borrowing now. They can keep this game going about two more years, then it'll all collapse, or they'll be printing so much currency the dollar and euro will simply collapse.
I believe it'll be the later. Printing so much currency the dollar and euro simply collpase.
It amazes me how smart financial people will try to keep this sovereign debt ponzi scheme going till the dollar and euro simply collapse and become worthless.
But it won't be the first time. Weimar Germany did it. Argentina did it. Zimbabwe did it. Even Roman emperors did it till the entire empire collapsed.
I can't think of a single time in history where a national government slashed spending and stopped printing to avoid collapsing the currency.
It certainly won't happend in this day and age.
Sovereign money would work much better than debt-based money.

Those pictures are terrific. I hope there won´t be any revolution in Spain. The situation of the regional debt reminds me Argentina during 90s. The central government was unable to moderate the provinces and it augmented the financial crisis, that hit the country due to the Ley de Convertibilidad (this law maintained fixed course 1peso=1dolar).
The assertion that Greeks sabatoged their own economy in order to extract more money from Germany -- an assertion that has been oft-repeated on ZH -- is utterly laughable. The reasons for this are many, but here a few. First, Greece's economy was sabatoged not by Greeks, but precisely by Germany -- a country which another ZH contributor has rightly annointed as the new vampire squid of Europe. This was accomplished by unsustainable fiscal and trade imbalances, followed by relentless German demands for Greek austerity, even in the face of a severely contracting Greek economy. Second, the money "extracted" from Germany was not destined primarily for Greek coffers, but rather for the coffers of European and in particular German and French banks, in yet another bailout of banker profligacy. Third, by "sabatoging" their economy, Greeks would have been impoverishing themselves, even after taking into account whatever meager crumbs might be sent their way by an increasingly parasitic and domineering Germany. Greeks therefore had no motive whatsoever to sabatoge their economy. The bottom line is that there are many good ideas percolating on the ZH website, but the notion that Greeks sabatoged their own economy is decidedly not one of them.
