This is merely the latest and greatest entrant in the "gentrification"-vehicles that taxpayer dollars are buying in order to be more effectively suppressed as one after another pillar of this country's democracy is taken down. If this vehicle/occupant is responsible for the injury/death of a family member, someone in that family might seek revenge/payback (i.e. Blowback). It is obvious that the person could not retaliate against the vehicle. The retaliation would be against its occupants, and possibly their families.
