"The System Is Broken": Angry Baltimore Dad Lashes Out As 12th Grader Tests At 4th Grade Math Level

One Baltimore resident and disable Army veteran, Victor Able, Sr., is fed up with the public education that his son, a 12th grader on the verge of graduation, received from City Neighbors Charter School after he recently tested at 4th grade level in math and 5th grade level in reading.  Able says his son was simply passed to the next grade year after year so that his school could continue to receive extra federal funding even though it failed to deliver results. After his complaints fell on deaf ears at city council and the mayor’s office, Able has now hired an attorney to address a system he says is "broken."  Per Fox News:

According to the IEP report, the 12th grader reads at a 5th grade level; does math at a 4th grade level.


“It’s not supposed to happen,” stated Able. “I don’t want him to fall out into the streets.”


“They failed my son,” said Able. “Not just my son, a whole lot of kids. The system is broken. They need to stop and fix it.”


Able told Project Baltimore he has hired an attorney and has a meeting with the school later this month.

Confronted with the complaint, City Neighbors released the following generic statement which we can only assume roughly translates to 'we allow teachers the "autonomy" to consistently fail and never hold them to account because their union says we're not allowed to'...but that's a very rough translation.

“We provide a unique environment that is designed to empower students, nurture a sense of belonging and gives teachers autonomy to establish a strong culture of learning. Our faculty and staff are dedicated professionals who work diligently to ensure that all students receive the best education and our best efforts.” - Bobbi Macdonald, City Neighbors Charter School

Asked why he thinks his son has ended up where he is, Able said that Baltimore schools continue push kids into higher grades just to "have them out of the system."

“It’s like no one is worried about them,” said Victor Able, Sr. “It’s just push them all along and have them out of the system. It’s just not right.”


“I get so emotionally wrapped up in it, I just want to scream because how can this happen? How can this happen to him?” Able emotionally asked of his son, who he fears is being left behind.


When asked if this keeps him up at night, Able replied, “More than you know. More than you know. They have just dropped the ball.”

Of course, as we pointed out back in August (see: Baltimore School With Zero Students Proficient In Math Has Highest Graduation Rate), stories like the one above from Able are hardly unique in Baltimore as an investigative reporting initiative recently uncovered habitual bad behavior by teachers, including changing grades, intended to pass failing students through the system.  On student even graduated after missing school 100 days during his senior year and receiving a first quarter GPA of 0.00.

Baltimore’s community is absolutely stunned after ‘Project Baltimore’, an investigative reporting initiative, which was launched in March 2017, by Sinclair Broadcast Group Inc. asked this question:  How can a high school with zero students proficient in math, have one of the highest graduation rates in Baltimore City?


Project Baltimore is investigating Northwood Appold Community Academy II, or NACA II, after teachers “contacted us saying grades are being changed so students can graduate”. The school is located in East Baltimore City, Maryland where nearly 1/3 of African Americans have zero net wealth.


In a stunning interview from one of the masked educators who uncovered this possible great theft of education.. They said, “grade changing. Giving out diplomas to students that did not earn them.”


Another teacher told Project Baltimore ,“if you are changing grades and you’re allowing people to walk, of course, that is what your numbers are going to look like.”


We found six seniors who failed a required foreign-language class, yet every one graduated. Another student graduated after being absent or late to school more than 100 days during the year, and had a first quarter GPA of 0.000. 

Of course, until our public education system decides to put the needs of students ahead of the needs of teachers' unions then none of this will change.

By all means, let's not blame the lazy students!;)The first mistake was allowing the central goobermint to take over control of education. But crappy system or not, you cannot teach someone who is unmotivated - and you should not allow them to drag down the quality of education for others.

I've got news for people:  Demographics is king here.  I've done a lot of work looking at school performance vs demographics, and 60%-80% of school performance is driven by demographics.  That's another way of saying that I can do a fairly decent job of predicting how a school is going to perform based on demographics alone.   And it's not poverty that is the only driver like everybody likes to say so that they don't sound racist.  In my state, some years, the biggest factor is minority status.  Other years, it is poverty.  In other years, it is poverty times percent minority (i.e. a proxy for the number of students who are both poor and minority.)  But in all years, they're all fairly close to as important because you cannot separate them.  What it boils down to is that these kids are poor for the same reasons that they perform poorly in school.  The grade changing etc... is another story, but I suspect that teacher and/or school performance is evaluated by things like graduation rates, grades, etc...  Put teachers in a school full of poor minority kids with unreasonable expectations and watch the cheating begin.  Never forget that people respond to incentive, and if the incentive is to cheat the system, some people are going to cheat the system.  But if I say all of that in front of the wrong crowd, I'll have a blizzard of special snowflakes on me.  Because telling the truth is racist.  Maybe I just need to start carrying a flamethrower.

The system isn't broken, it works exactly the way Washington wants it to work.The main lie that has been swallowed here is that the State is responsible for providing an education to your children.Sorry, that's your job Mom and Dad.  If you were not paying attention long enough to notice that Johnny can't read, that's your problem. Hell I taught my daughter to read with phonics at 4 years old. Now in 3rd grade she tests out to 12th grade reading level. 99% overall. Granted she is bright, but I wonder is it because she gets lots of books,math,art, music and language lessons at Home.  I'm not even that dedicated, but I don't mind spending 30 minutes a day with my daughter. Oh and if Dad's were to talk to their daughters and listen to them as well they are far less likely to end up as open mouthed whores. Yeah, that's from a lack of a Dad in a girls life.

Put more politely it is the parents responibility to teach the child not the school.  They are just an extra resource.  We taught our kids to read and do math at a grade 1-2 level before they entered kindergarten.  Yes, they were brighter than most but we worked with them every night for 20 minutes to 30 minutes.  One of the best and most enjoyable things I have ever done.  Gave them a great head start and they never looked back.

OK so as much as we try to denie it genetics is at play here.  Typically less intelligent people are less successful in life.  They marry people typically on par with them in intelligence (Trophy wives are an exception).  It just so happens that black people score lower on IQ test then whites, yeah yeah yeah, I know the whole line that IQ has nothing to do with it, I don't buy it.  Now this doesn't mean that less intelligent people can't learn or can't be successful but we need to except that it has a role.  Why you ask?  This sounds racist?  Because once we can except this as a fact of life then we can address the issue.  We can design an educational system that is specifically tailored to people with different needs.  You can have class rooms much smaller in size so that a teacher can manage it, you can have courses that maybe more hands on, move at a slower or faster pace, integrate more practical application to the subject matter etc.  Lets look at this, since school integration has the Black Family improved? Stayed the same? or worsened?  Throwing everyone into one group and pretending that we are all the same has done nothing but made everyone's children suffer.  Why do you think there is the phenomenon known as "White Flight"?  Now not all blacks are the same, not all whites are the same but we are talking about taking care of the Average white kid and average black kid

Untangling culture and genetics (or biology in general)  is going to be a nightmare if it is at all possible.  And they can have an effect on each other.  For a stunning example of this, you can look at the middle east where their culture has them marrying their first cousins to keep money and power within the family, and because Muhammed said that they could.  That leads to a higher likelihood of undesirable recessive traits being expressed, and sometimes that means antisocial behavior.  This antisocial behavior means a higher likelihood for violence, which in turn has an effect on the culture.  We can get estimates of how many people are inbred in places like the Middle East because of marriage.  In American black communities, understanding how the culture has effected the biology is a bit more tricky, because we don't have marriage as a proxy, and there are other ways that culture might affect biology (and vise versa) other than simple cousin marriage that we haven't looked at yet.

The artificial "culture" that has been pushed and accepted by the Black Community is horrific.  Criminals have been elevated to hero status, the music is purposely designed to elevate the worst in them while denigrating behavior that actually leads to a successful life.  This man in-particular in my opinion should of been jailed for it. His name is Jerry Heller https://en.wikipedia.org/wiki/Jerry_Heller might as well be known as the founder of "Gansta Rap".  An old white guy that made millions creating that poison via Easy-E and NWA.  I have the highest respect for Black people that are scientist, doctors, engineers because they truly did over come a stacked deck against them to get there.

Look at the welfare state, affirmative action and the war on drugs.  We pay them to pop out kids, lower the bar for them, and then give them a profession where they get to charge a giant risk premium on the product that they sell while in turn having to be violent to sell it, then we're surprised that they pop out kids, don't give a fuck about education and form violent gangs to protect the street corners where they do business.  How has this affected their biology over the past 3 generations?  Fuck if I know, but it has utterly destroyed their culture.  Blacks in the 1950s were better off despite Jim Crow, mainly because they still had family ties and they didn't have the incentive to act like feral animals.

Genetics is mostly a hoax.  Or, I should say, the narrative that genetics dominate and the environment matters little is a hoax.Epigenetics, people.  Search Bruce Lipton.Genes are turned on and off by the environment. The most important years for a child are his/her first 6-8 years of life. Most adults couldn't do well in Chicago's inner city (Baltimore might not be much better), what chance does an 8 year old son of single mother have when that is all he knows? That's the statistical perspective. The individual perspective is one of agency. Make the best possible choices on an individual basis. I think John Taylor Gatto showed the way, which is why they tried to railroad him. Once his "ghetto" students learned about the details of the Banking Clan's conspiracy to dumb down all people (with a special focus on black folks), they actually began to excel and, within about 8 months, competed with the best (mostly white) schools in NY's public school system. The Banking Clan wants us divided. They promote race based police harassment. Ignorant, myopic white people don't care - not their issue. There was a reason slave owners prohibited slaves and their children from being educated; they were less of a threat. The difference now is that both Caucasians and people of color---willingly---give up their right to an education because it's less work. There's no incentive (like having to find a way to eat or put a roof over your head) because the gubmint will do that for you.

Those slave owners were on to something. Millions of low-IQ morons go to college every year and four years later they graduate as brainwashed morons. They still can't apply simple logic but think they're geniuses because they have a degree. Actual smart people like James Damore can't get anything done because these simpletons keep getting in the way and must be treated as equals.

If you want to know what works for Africans, go visit the nicer parts of Africa. One Peace Corps volunteer writes,

School performance scores, aka a school's API, are largely measured by grad rates (huge incentives to cheat there), 4- and 2-year college enrollment among seniors, and enrollment in AP/Honors courses (but they DO NOT measure AP test pass rates). Result: teachers are strongly encouraged to give Ds rather than Fs and most go along with the plan because it's easier than doing the paperwork to fail a kid, school registrars are encouraged to mark a student as "moved out of district" when they drop out because the District has no responsibility to check up on the students once they leave the geographic area; kids are pushed to enroll in AP classes regardless of ability to complete coursework, thereby slowing down the course and meaning all students enrolled are less likely to pass the test, and all students are pushed to apply and enroll at 4 year universities (fee waivers become VERY important at schools in poor neighborhoods) rather than test the waters at community college or seriously consider the skilled trades (the economic necessity of majoring in something DIFFICULT and keeping debt down are NEVER discussed). The kids are sold a bill of goods, the public is being lied to, but the unions have power, the teachers are paid enough money and given enough "autonomy" (read: not held accountable) not to grouse or revolt, and the administrators make low to mid $100s, except the superintendant, who will pull down closer to $350k. It's fraud. Just like everything else in the world we're currently living in.As another poster correctly and frequently reminds us, "Roll the guillotines; nothing changes otherwise."

"You brought him into this world its your job to raise him."^   ^   ^   ^   ^+1000.When you bring a child into the world, you take on two obligations: one to the child, and one to the world.To the child: You brought the child into the world helpless, ignorant, and unable to make his own living.  That is an injury you are morally obliged to rectify.  Sticking him in a government school does not absolve you of that obligation.To the world: You brought the child into a world where other people live.  It is your obligation to the world to turn the child into a peaceful and productive person -- not a violent savage or a burdensome beggar.  Sticking your child in a government school is more likely to accomplish the latter than the former. Government "education" promotes neither freedom nor productiveness.  It makes each child a slave for 12 years and teaches obedience to authority from Day One. Education is compulsory because labor unions feared competition from young workers, not because children actually learn anything useful after the fourth grade.

I was talking to a friend of ours who is an 8th grade science teacher in the Portland, Oregon school district.  She told me a failing grade is 20%.  I was stunned.  She said it is so frustrating to see these kid getting passed without knowing a damn thing.  I asked if most of her tests are multiple choice and she said they have to be.  That means a monkey could guess and have a good chance of getting a 25.  I can't imagine what this country is going to be like in the future.
