Kentucky Becomes First State To Adopt Medicaid Work Requirements

As was widely expected, Kentucky received approval Friday to require many Medicaid recipients in its state to work in order to receive coverage - making it the first state to try and restrict access to the popular social welfare program under the administration’s new policy, Fox News reports.

The Bluegrass State thus becomes the first state to act on the Trump administration’s unprecedented change that could affect millions of low-income people receiving benefits.

The Trump administration announced on Jan. 11 that states could impose work requirements on Medicaid recipients. One day later, the Center for Medicare and Medicaid Services approved the waiver for Kentucky, adopting that new policy for the next five years. Per Time, under the program, which officially starts in July, adults age 19 to 64 must complete 80 hours of "community engagement" per month to keep their care. That includes working a job, going to school, taking a job-training course or volunteering.

"There is dignity associated with earning the value of something that you receive," Kentucky Gov. Matt Bevin said. "The vast majority of men and women, able-bodied men and women ... they want the dignity associated with being able to earn and have engagement."

"It will be transformational," Kentucky Governor Matt Bevin said in an announcement Friday. "Transformational in all the right ways, in good ways, in powerful ways."

More than 2 million people are on Medicaid in Kentucky, according to the Kaiser Family Foundation - nearly one quarter of the state’s population.

Nationwide, more than 60 million people rely on Medicaid for health coverage, according to Census Bureau data.

Kentucky was among the 33 states to adopt the Medicaid expansion program that is a cornerstone of the Affordable Care Act enacted under the Obama administration, but Bevin has been seeking to implement these changes since he was elected in 2015.

Bevin also defended the program from criticism that it was essentially punishing lower income people, and insisted that the program will only impact those who are physically able to work. The recipients of the program who are unable to comply with the new regulations, he said, will remain unaffected. Bevin added that the decision was meant to help Kentuckians make more healthy choices, like the choosing to work. Despite the fact that more Kentuckians have insurance, they're not becoming any healthier.

"This idea that somehow we are punishing people, that this will be a detriment to people I think is a huge huge misunderstanding of what people need," he said, noting that he himself came from a low-income family. “There is dignity associated with owning the value of something you receive.”

Ok.

As you may know, I am no commie.

However, in the last few years the cost of coverage blew sky high.  So I disagree in how they are doing this.

A job means nothing. It used to mean great employer coverage. It does not even mean coverage at all anymore.

Unless you have coverage primarily shouldered through your employer, you need a six figure income to possibly take on the full bore cost of an insurance plan.  Average earners....not.

They need to have a low cost 'true insurance' only option available before they pull the rug out.

I call bullshit. It's cart before the horse. Put out some low cost options, then put in those mandates.

This is just dumb. It will increase the uninsureds and you will see them in the ER.

An old neighbor of mine works under the table for cash jobs, daddy shows up once a week to visit but works under the table so no official "job" either so no child support from him.  She pops out a baby every two years to be sure to get her huge gubmint money as well as medicaid.  She also gets her residence rent-free because she is section 8 - "poor."  She pays 1/3 of her income to rent but not having a reportable income she pays ZERO dollars per month.

WAY too many people know the free $hit game and how to play it.  In general, the gubmint doesn't care that they are defrauding people because it means a bigger government.

This is the kind of shit that people shrieking in horror over the slightest cut-back in free $hit are happy to keep going.

My completely retarded cousin has been working for 20 years, since she was 16. She met her completely retarded husband at their workplace. It's too bad they can't have kids, because you know them chirren would work and love the shit out of it.

So, unless you are dead, I guess, better pick up some trash on the side of the road for that medicaid. My problem is that education is not work. No student deferment for broke unemployed people. That's just wrong.

My girl's ex husband is fine. He doesn't do shit. Able Bodied Adult with no Dependants. If the state required his ass to take an ASVAB, get put through basic training, kick his ass all fierce and then give him a broom, I could respect him. This all sounds good on paper (make people work for their benefits), but the sad reality is that it just means more people will go the ER with no insurance, which means the hospitals will pass along the totally unpaid bills to those of us with private insurance, which means we'll pay more to make up for it.  The entire system is broken.  Unless you are prepared to tell these people they cannot receive health care without insurance, it's just a question of who pays for them.  More rearranging of deck chairs.

That is exactly what would need to happen, but it's not even being discussed by anyone in government so to suggest it as the "solution" is to engage in purely academic debate.  What we have is a system built around enriching the health care industry and the insurance companies.  The middle class is quickly being priced out of the system unless they work for the government.    Shit like the subject of this story is just a way to distract people from that simple fact.

Problem with your analogy Rand is that Shanquifa gonna get her care at the ER anyway, you aren't going to change that.  Getting a fried chicken neck stuck in her pussy is an emergency after all, and it doesn't matter whether Quifas got caid or obozo cair, whitey paying for it anyway.

 

This is a step in the right direction but needs to be balanced by the MIC and the 1000 dollar hammers getting cut as well.

Agreed on your last point (need balance with cutting MIC etc), but there is a tangible benefit to having Shanquifa on Medicaid.  Hospitals that accept Medicaid must accept Medicaid rates.  And when a Medicaid patient goes to the ER, Medicaid pays the hospital so there is no uncollected phantom bill (typically tens or even hundreds of times higher than Medicaid rates) that gets passed on to the rest of us via ever growing private insurance rates.  The hospital would actually rather have Shanquifa's bill go unpaid so they can justify higher rates for the rest of us.
