Now that Beijing has cancelled the round of ag purchases promised by President Xi in Osaka, President Trump appears to be promising yet another farmer bailout (what would be the third under his administration) next year, if necessary.

When the 2018 farm bailout began, the Dept. of Agriculture said in a statement that the program was designed to provide a level of support proportionate to a farm’s size and success - that is, payments were intended to be based on the number of acres and the number of bushels per acre produced of a given crop.
However, a report published recently by the nonprofit Environmental Working Group, showed that the bulk of payments went to the wealthiest and most successful farmers.
