Was Rubio The Saboteur-In-Chief Of Ukraine-Russia Peace Efforts?

Earlier this week President Trump while commenting on the fact that a Budapest summit with Vladimir Putin failed to materialize said it would be a "waste of time" at this juncture. While the US is blaming Russia for ramping up strikes on Ukrainian cities, the Kremlin has responded Friday by saying Ukraine and its hawkish European backers are to blame for the ongoing delay in direct negotiations.
