Journalists and other pundits that have never traded volatility as an asset are all sending us he same VIX net non commercials chart showing the "nervous" investor covering their VIX shorts.
Vol is a complex area and with so many products that offset risk, drawing conclusions from VIX net shorts has little significance.
Why not look at VIX net shorts and SPX?
